Find Your East Moline Neighbors

To learn who your East Moline neighbors may be, begin with the parcel that matches a known address and then check each lot touching it. County maps can show parcel lines, site addresses, owner labels, and public districts, while assessment cards add the legal description and tax year. Those facts describe land records, not a complete household. Renters, relatives, and other occupants may never appear. A careful East Moline block lookup keeps every parcel separate, dates each result, and uses local history or community groups only for the limited context they truly provide.

Sources for East Moline Neighbors

No public roll identifies every person on an East Moline block. The best starting point is the county parcel map, which shows land units and lets a searcher inspect lots beside a known address. Assessment cards then supply the PIN, site address, legal description, owner and tax-bill fields, exemptions, township, and tax year. Recorder plats establish legal block geometry. Historical maps and directories add dated context, while the voter lookup can only confirm a supplied person and address.

An owner can live elsewhere. A tax bill may go to an agent, trustee, business, or government office. Treat both as record labels rather than resident claims. Renters, shared households, and people with protected contact information may not appear at all.

Open East Moline Parcel Context

The Rock Island County GIS search accepts an address, name, or undashed PIN. Its parcel layer can display site address, owner name, tax-bill address, legal description, municipality, township, tax code, district fields, and tax year when populated. The map also provides a layer list, attribute table, selection, export, zoom, and measurement controls. Start through the current county GIS department, because the inspected public app was marked “to be retired” in August 2026.

Map closeness is not enough. A road, alley, railroad, river edge, or easement may separate lots that look adjacent on screen. Click the boundary and save the PIN for every parcel. Then open each card on its own and note the source date.

Map an East Moline Block

A block check moves outward from one verified site. Devnet anchors the address to a PIN and legal description; GIS supplies map context. Do not copy all names from a wide screen and call them a household list. Each neighboring lot needs its own card, label, and tax year.

  1. Find the target in the county GIS by site address or PIN, then zoom until parcel boundaries are clear.
  2. List the PIN and site address for every truly adjoining lot. Check alleys, roads, and other breaks.
  3. Open each PIN in Devnet. Preserve owner, tax-bill, situs, legal-description, exemption, township, and year labels.
  4. Use a Recorder plat or survey when lot lines, a shared block, or an easement must be established.
  5. Add dated directory, newspaper, or map evidence only when an earlier view of the block is needed.

This small-radius method is different from tracing a whole road. The East Moline street directory follows an entire named street and its address-record chain.

Read East Moline Parcel Labels

The public library parcel at 745 16th Avenue is a useful warning. Devnet names the East Moline Library Board of Trustees as owner, lists City Hall as the tax-bill mailing point, and identifies the library site separately. The parcel is tax exempt, lies in South Moline Township, and carries its own PIN and block description. A careless neighbor tool might blend those facts into a false household.

District layers need the same care. East Moline City, school, fire, township, library, and tax-increment-financing labels describe service or tax geography. They do not prove that nearby owners know one another or belong to a neighborhood group.

Note: Compare owner, tax-bill recipient, mailing address, and site address separately before describing any East Moline block record.

East Moline Community Contacts

No official citywide neighborhood-association, HOA, block-club, or resident-umbrella directory was found. East Moline Main Street is the one verified neighborhood-adjacent civic organization. It brings residents and business owners together around downtown preservation and revitalization and holds monthly meetings, but its public pages do not expose a household or member roster.

Its public role can add civic context to a downtown block without supporting any claim about private membership or occupancy.

East Moline Block Research Help

The East Moline Public Library offers free computers and internet, Book-A-Librarian help, and access to more than 50 Illinois State Library databases. Its public pages did not confirm a dedicated local-history shelf. Ask the reference desk about a specific directory, obituary, newspaper, map, or licensed database instead of assuming that material is held there.

Historical East Moline Block Records

Past blocks require dated evidence. Regional city directories can place a surname beside an address for one publication year. RICHS newspapers add notices, sales, fires, visits, and community events. Recorder plats and the Library of Congress Sanborn catalog provide lot, block, street, and building-footprint context. None guarantees that every person at an address was printed.

The city’s official history records Watertown east of present 19th Street, its 1856 plat, and its 1914 annexation to East Moline. It also places Port Byron Junction, or Rock Island Junction, near present 9th Street and 14th Avenue in 1890. Those older place names may produce a result when the modern city name does not.

The official East Moline history pictured below supplies those geographic anchors.

Voter Limits for East Moline Blocks

The Illinois voter lookup cannot browse a block. It requires first name, last name, birth date, and five-digit ZIP, followed by street number and street name. The result is a narrow registration confirmation for supplied details. It is not a list of nearby voters, ballot choices, full voter histories, or protected personal fields.

Illinois restrictions redact or protect street numbers, dates of birth, phone numbers, Social Security numbers, identifiable email, and other sensitive fields in voter-file access. Bulk computerized data has limited authorized purposes. A parcel owner must never be inferred to be a voter, and a voter match must never be expanded into a claim about other people at the address.

Official and Commercial Neighbor Results

Official records and commercial neighbor tools answer different questions. The first retain a custodian, field names, date, and correction route. The second may blend prior addresses, telephone data, namesakes, and unknown update cycles. A result without a clear source should be treated only as a lead.

For an East Moline block, the parcel map and individual cards are the sound first pass. Add public community information only when the group itself publishes it.

East Moline Civic Records by Date

The East Moline Archive Center offers keyword, archive category, time period, and date-range controls. Its visible collections include 2012 Freedom of Information Act requests and a Crime Index. Agendas, archived files, and current CivicAlerts can supply public names tied to a meeting, license, board, or event, but they are not resident or neighbor rolls.

The East Moline Archive Center pictured below shows the local search controls.

A focused date, subject, address, or department search is safer than treating every named person as part of the surrounding block.

When a defined public city record is missing online, the city FOIA form supports inspection, email, copies, or mail and department routing. State law does not make private utility, protected voter, sealed court, or restricted vital information public.

East Moline Neighbor Privacy

Parcel data does not expose a full household, and no official public source reviewed supplies private utility, delivery, or general resident data. Court records can be sealed or expunged. Vital copies remain eligibility-controlled. Illinois also offers an Address Confidentiality Program with a substitute-address and mail-forwarding route for eligible survivors. It does not erase older public property records.

Correct an error through the office that owns the field. Save the PIN, record date, page, or case number and state exactly what is wrong. A correction request differs from deletion, and archival deeds, newspapers, and maps may remain public.

Lawful use. Research the East Moline block only for lawful civic, family, historical, or personal-safety purposes. Never use records to watch, harass, threaten, intimidate, or harm anyone.
